JOB SUMMARY
The Mechanic performs semi-skilled, skilled and administrative work in maintaining the vehicles and mechanical equipment of the City of South Padre Island. Insure all City of South Padre Island vehicles and equipment are maintained and repaired in accordance with all Service Manuals, Technical Bulletins, State and Federal Regulations in a timely manner.
 
ESSENTIAL JOB FUNCTIONS

  • Receive Vehicles for service or repairs.
  • Plans, carries out and evaluates preventive maintenance schedules for all vehicles and mechanical equipment, either personally, or through outside vendors.
  • Prioritize repairs or service based on department, need or use.
  • Assist with the recovery or recover downed equipment.
  • React to customer’s needs and concerns in a timely manner.
  • Tests, services and repairs vehicles and mechanical equipment.
  • Maintain shop, work area and all tools and equipment.
  • Have on hand and perform an inspection on each item on the 3000 mile vehicle check list as per Shop Policy.
  • Ensure all materials or on hand to perform services and repairs.
  • Ensure all repairs and services or made in accordance with manufactures specifications, all State and Federal Regulations. 
  • Ensure all vehicles are in safe working/ operating condition.
  • Inspects, adjusts and replaces necessary units and related parts in the performance of repair and maintenance work.
  • Evaluates status of mechanical equipment, vehicles and performs or schedules needed repairs.
  • Keep customer and Fleet Manager informed of status of repairs or services.
  • Maintains records, prepares reports and other specialized maintenance records of equipment and mechanical equipment.
  • Maintain accountability of all inventories and stocked items.
  • Maintain accountability of all tools and equipment.
  • Maintain a written record of repairs and services.
  • Operate a variety of diagnostic equipment and a variety of hand, electric and air-driven tools.
  • Repair brakes, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies and related systems.
  • Cuts and welds metal and performs body repairs, touch up and related work.
  • Conduct, analyze and inspect vehicles and mechanical systems to determine the most cost effective means of maintenance, repair or replacement.
  • Develops shop procedures and budget data for the maintenance and repair of vehicles and mechanical systems.
  • Test, inspect and verify that all repairs are correct.
  • Test, inspect and verify that all repairs made by assistants or helpers are correct.
  • Change and repair tires and tubes.
  • Operate tire balancing equipment.
  • Provides emergency field assistance to disabled equipment as needed and appropriate.
  • Available to work after normal business hours and on weekends as needed.
SECONDARY JOB FUNCTIONS
  • Assist with dropping off and picking up of vehicles and equipment.
  • Performs other related duties as assigned.
FISCAL BUDGET RESPONSIBILITY
  • Responsible for adhering to all City of South Padre Island Purchasing Policies while performing purchasing tasks.
  • Assist with locating vendors, obtaining price quotes on material for repairs or outsourcing repairs.
  • Assists in the preparation and administration of mechanical budgets in conformance with adopted policies and procedures.
  • Makes recommendations on purchases of equipment, parts and supplies used for vehicle and mechanical system maintenance.
QUALIFICATIONS
Education:
  • Requires a high school diploma or equivalent with coursework in mechanics, maintenance management, or a closely related field.
Experience:
  • Three (3) years of related work experience in mechanics or a related field; or any equivalent combination of education and experience, equivalency to be determined by the City.
Licenses or Certifications:
  • CDL Certificate is preferred.
  • A valid state driver’s license.  
Special Requirements:
  • Bilingual: Spanish and English preferred.
Knowledge, Skills and Abilities:   
  • Thorough knowledge of automotive mechanics, considerable knowledge of gas and diesel engines, transmission, hydraulics, fire pumps and valves, generators, and welding, price trends and grades or quality of materials and equipment.
  • Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities.
  • Working knowledge of the practice, methods, materials and tools used in modern equipment maintenance.
  • Skill in operation of listed tools and equipment.
  • Ability to maintain effective preventive maintenance programs, policies and procedures. 
  • Ability to maintain effective accounting procedures.
  • Ability to carry out assigned projects to the completion.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with employees, supervisors, vendors and the public.
TOOLS AND EQUIPMENT USED
Motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicles and mechanical system work, mechanics tools including jacks, hydraulic lifts, air tools and other tools required for major, minor repairs an routine maintenance of motorized vehicles, electronic vehicle diagnostic equipment, personal computer, calculator, phone mobile of portable radio.
